Proposal to make this system more sustainable

All other LETS charge something for membership and this is recommended by the LETS design manual . Many similar systems such as Fourth Corner Exchange charge in mainstream currency.

The idea is to charge a small fee like 10 partial hours (equal to $10) on new full member accounts (not forum user accounts) payable to the RICHours account. This fee would be a one time thing partially to ensure the seriousness of would be members and partially to recoup some of the expenses of providing this service. RICHours could then either spend these within the community on things the organization needs or offer them in exchange for dollars at some rate like $85 for a hundred partial RICH's or $100 for 120 of this currency, although the equivalence will remain $1 to 1 partial RICH. This way someone in debt to the community could have the option of buying their way out of it over time, if needed.

After discussion of this has gone on for a while I'll make a poll to decide it.
